Building Inspector

POSITION SUMMARY

The duties and responsibilities of the Building Inspector include directing compliance with the BC Building Code, Westbank First Nation (WFN) Laws, regulations and standards through the reliable performance of field inspections, checking submitted documentation, and planning investigative reports for maintaining and enforcing building construction and design standards on WFN Lands; administers business licenses.

SPECIFIC RESPONSIBILITIES

Supports Development Services departments and provides customer service by:
Responding to inquiries
Administering written reports, forms, and correspondence
Assists with preparation of; Departmental laws, Amendments, and Policies & Procedures
Maintains and updates building permits and inspection systems through Vadim regarding building statistics entering
Assigns, records, and submits information to update RDCO for GIS mapping and Civic Addressing
Assists the Senior Building Inspector with the following aspects of building inspections;
Application Review
Plan Reviews
Permit Issuances
Building Process
Reviews construction plans for compliance with regulations
Meets with contractors to discuss building plans and construction practices
Monitors construction sites periodically to ensure overall compliance with WFN laws and all other regulatory laws
Inspects existing buildings and premises for change of use, occupancy or compliance with applicable codes and ordinances; work with the public to ensure structures are safe and ready for occupancy
Inspects structures to ensure compliance with building plans and codes
Receives complaints and coordinates investigations of bylaw infractions related to building inspection
Inspect plumbing, structural, and other systems to ensure that they meet code
Inspects buildings for illegal or unsafe conditions, demolition, change of occupancy, rezoning, fire damage, and business license applications
File and/or scan written and photographed documentation following building inspections
Liaises with staff, outside agencies, and customers in a professional and courteous manner
The ability to perform all duties and responsibilities in accordance with Westbank First Nation, policies, standards and procedures, and make independent decisions in accordance with these and industry rules and, regulations
Performs other duties and responsibilities necessary to the performance of the position or as assigned
Ability to build and maintain effective working relationships at all levels of the organization and with the public in order to provide exceptional customer service
Maintains confidentiality on all matters relating to the affairs of the Westbank First Nation
QUALIFICATIONS

EDUCATION, TRAINING, AND CERTIFICATION

Certification from a recognized Building Technology course
Qualification in carpentry, or other relevant experience within the construction industry
Level one (1) certification from the Building Officials Association of BC
Registered member or eligible to be on the B.O.A.B.C. (Building Officials Association of BC) and the Plumbing Officials Association of BC required
Graduation from a recognized Building Technology course, a certificate of Trade Qualification in carpentry, or other relevant experience within the construction industry.
EXPERIENCE

Minimum three (3) years of related experience, preferably within a First Nation, Municipal or Government setting in Building department is required
Previous experience with a First Nation organization is an asset
Equivalent education and experience will be considered
OTHER QUALIFICATIONS, KNOWLEDGE, AND SKILLS

Strong computer skills with specific experience working with Microsoft Office (Excel, Word, Outlook, etc.)
Ability to take precise notes, effectively summarize, and format them into an established template
Ability to effectively solve problems using tact and diplomacy
Experience with and knowledge of geotechnical matters related to building safety
Ability to read, analyze, and interpret Federal, Provincial, and WFN legislation and regulations as they apply to Development Services
Ability to write professionally using correct grammar, punctuation, and spelling
Well-developed strong interpersonal skills with proven ability to communicate effectively, verbally and in writing
Ability to work with minimal supervision, multi-task and prioritize workload
As a condition of employment, a valid Class 5 BC Driver’s license with acceptable driver’s abstract are required annually
A vehicle suitable for carrying out field inspections for which compensation is provided on a mileage basis.
An acceptable criminal record is required
