CFO finds no wrongdoing

An internal review by the City of Penticton’s chief financial officer has found staff made the right call in handing its contract for residential waste pickup to Waste Connections of Canada.

The review was sparked by a letter from Appleton Waste Services owner David Appleton, who questioned the process, which left his local company tied for last, despite having the lowest price.

“Four service providers submitted proposals for the work. The proposals were evaluated separately by two Penticton Staff using pre-established criteria,” Jim Bauer wrote in a media release.

“Seventy per cent of the evaluation was based on overall quality, experience, methodology and performance. Only 30 per cent of the criteria was based on price.”

As a result, Waste Connections of Canada, a large multinational firm, was awarded the seven year contract.

“Waste Connections has been servicing the entire South Okanagan region for several years and the company maintains an office in Penticton employing approximately 35 people,” Bauer noted.

“Upon reviewing the procurement process, my assessment is that the steps followed by the City for evaluating and awarding this contract was conducted fairly and appropriately, using the predetermined scoring criteria,” he concluded.
