Kelowna city council is expected to clear the way for the start of construction of a long-awaited recreation complex in Glenmore.

The park would be situated on two properties zoned for agricultural use at the intersection of Valley and Longhill roads.

In order to begin the phased in construction of the complex, council is being asked to rezone the two properties from agricultural to a municipal district park zone.

In 2011, the Agricultural Land Commission granted the city approval for a non-farm use on the properties subject to several mitigation conditions. A report on the item for council indicates the ALC is satisfied with the progress of each of those conditions.

If rezoning is ultimately approved following a future public hearing, construction on Phase 1 of the project will be able to proceed.

The first phase, including establishment of farmland buffers, fencing, an attenuation pond for site stormwater, road dedication, underground utilities and gravel surfacing of the road, is scheduled to begin later this year.

Phase 2, expected in 2018 with budget approval, would include constructing the playing fields on the southern half of the property, completing the roadway paving, and lighting.

Once fully complete over future phases, the park complex is expected to include grass and artificial turf sportsfields, sports courts, basketball courts, a spray park, playground, a two storey activity centre and fieldhouse.

A recreation complex has been envisioned for the Glenmore Valley since the 1980s.

A sector plan developed in 1989 anticipated a build-out population of about 12,000 in Glenmore. The population of the area is approximately 23,000, with another 11,000 people expected to locate to Glenmore by 2030.
